GM Oledan seeks support from Sangguniang Bayan on BILECO’s CAPEX projects

Engr. Gerardo N. Oledan, BILECO General Manager, together with the members of the management, appeared before the Sangguniang Bayan of Naval and Biliran on December 4 and 7, respectively, to seek support in the implementation of BILECO’s capital expenditure projects.

The said projects, filed in 2011, was finally approved for implementation by the Energy Regulatory Commission (ERC) last June 6 this year. The objective of the project is to provide continuous supply, reliable and best quality of electric service to the member-consumers.

Among the approved projects are the construction of the 16.5-km 69-kV sub-transmission line from Biliran to Caraycaray and the construction of new 3.15 mVA substation in Caraycaray to cater the ever-growing electricity demand in the province.

GM Oledan asked both council to assist BILECO in the right-of-way negotiation especially that the 69-kV line project involves encroachment to private lands due to terrain conditions. However, to minimize inconveniences from the affected consumers, BILECO had manifested to abide by the allowable road right-of-way limit between 9 to 10 meters from the road center should the location warrants. Based on the proposed staking, more than 150 poles are estimated to be constructed along the government-owned lands while around 50 others are in the privately-owned lots.

Oledan also entreated lot and tree owners to allow BILECO in the cutting of trees affected by the construction. He added that since cutting of affected trees is not included in the approved project cost, BILECO will provide no compensation for the cut trees.

BILECO had earlier attended barangay sessions in Biliran and Naval to seek the same support and assistance in the barangay level. Said barangays had issued barangay resolution expressing support to the project and certification imposing no objection to the cutting of affected trees.

Also part of the approved projects are the installation of additional line protection feeders and construction of double circuit lines.

With this new project, power will be efficiently supplied and distributed to every district as feeders will be reconfigured. From the existing two feeders, four more will be added, increasing the capacity of the Coop to control its distribution system and address issues on both scheduled and unscheduled power interruptions.

The 20.8-km distribution line from Calumpang, Naval to Cabibihan, Caibiran or the cross country road will also be upgraded from single to three-phase as more and more developments in the area are underway.

Both local legislative bodies had expressed support and appreciated the efforts of BILECO in providing better and improved services to its member-consumers.

The target schedule for the project implementation is early next year.
